SubL- Sanction to new political parties ..........
Ref:- Our previous submission date 2-9-12
Dear sir ,
I regret to submit ,there is no response, reply or any reaction or reflection on my previous submission.
Once again I am submitting that the present situation of biggest democracy of world is facing some difficulties and requires some reforms,.No doubt, democracy means the govt. of the people, for the people and by the people but in that sense any person of the people cannot presume and expected to capture the crown to rule in the way it desire nor any opposition should act only according to their will and whim. There must some specific rules and regulation to govern the ruling party as well opposition..The present house seems to be the crowd of multiferrious dignitories, acting according to their will and whom of certain elements and playing as if they are screen of some action thriller. We want to see, definately, that ruling party must be controlled by opposition in the way precribed way of democracy but I donot find the present way not to allow the house to work. Now the days are enough ripe to review the positionand to find the reasons and to diognosis the disease of democracy.
There are number of political parties in the house. May be, there was no limitations on the formation of parties during past days, but now it must be restricted. If some membner is dissatisafied with the decision of the party, he will resign , o.k., he can resign ,he may be out but at the same instance he will create a new party, thw process will continue at every dissatisfaction and there will be number of AMIBA cells of parties exagerrating it to the number of parties as much are the number of members..Each and every member of party if so desire to rule the country, and each one would like to be either president or prime minister what will be the position of country? How they will rule ? There will be nothing but chaos and may the greatest failure of democracy. We want democracy,we prefer democracy but not democracy wuthout discipline. There must be code of conduct to guide the democratic ways of all houses.
And only because of this , it is proposed that there must be only two parties, one ruling party and another opposition.. Opposition have chance to rule the nation if they earn majority. Opposition may consist of different persons but not with different parties. Persons belonging different opinions, principals and maade may come on one munch to express trheir view but not to rule without discipline..I would not like to pass any comment on the provisions of constitution. It seems perfect almost and may rerquire modifications at time to time and also amended number of times as per requiremwnts .The bodies like CAG , Election Commission , Chief Justice of Supreme court, central vigilance commision and such others are free from day to day interference of local authorities and only they can study the present situation better and find some solution. I have proposed only two parties in each house , either at state level in vidhansabha or at central level at loksabha Representatives of the house may be according to the population theory , parties must not be according to the populations. theory. State level ruling party if have capacity and if can secure majority ib centre , can rule central Govt. also else otherwis3e they must satisfy either at state level or by supporting ruling party at central level or may support opposition at central level.
Looking to the above facts I would like to request the ElectionCommission to rule the Nation with their discretion. to save the democracy with discipline.
Yours faithfully
G.R.Parikh
Copy to different aauthorities of Nation.
