SubL-  Sanction  to  new  political  parties ..........

Dear  sir ,  

 It is  so  learnt  that  under  the  constitutionl  provisions  Election commission  is  enpowered to  sanction  any  new  political party. .Of  course I  don't know  the  criteria  to  sanction the party  so  that  they  can  contest  the  assembly  or  loksabha  election. But  what  I  have  observed  is  somewhat  serious  and  it   requires  your  prompt  attention. 
   At  present   there  are  number of  political   parties  on  the  screen  of  Indian Politics. May be  they  are  placing  some  fulfillments  of  your  criteris  but  actually  they  won't  deserve  to  contest  election  and  to  represent  the  public as there is  no  public  interest  but only  personal   interest  or  personal  ego.  
    I would  like  to  draw your  attention  to  newly  created  political  party  in  Gujarat   Viz.  PARIVARTAN  PARTY   . May  be  they  have  fulfilled  yourb criteria but  not  fulfilled  the  concept  of  the  public  or   requirements  of  the  public  of  GUjarat. Actually  what is  observed  by  the  public  of  Gujarat  is  that  theall most  all  the  members  of  the  party  are dissatisfied  elemens   of  some   existing  party   under  which  they  were  registerd  i.e.  they  are  the  members  of  existing  BJP  party of  National  level. . May  be  they  have  some  dispute  with  existing  party  but  it  won't  allow  them  to  create  anew  party at  state  level  and to  disturb  the politis  of  State. Principally  or  ethically  there   is  no  reason with  them  to  create  new  party. It  is  the  image  of  the  public  of  Gujarat  that  the  only  aim  they  have  got  is  to  remove  the present   CHief  Minister. There  are  constitutional  means  and  ways  to  remove  their  leader.   but  only  the  revenge  is  not  the  criteria. Gujarat  remembers  the  past when  the  present  leader  of  new  political parivartan party  was  removed by  their  own  party  members. Twice  it happened  and  as  a result   the  members   dissatisfied  had  intended  to  create  new   party.As proclaimed  by  them  they  want  to  bring   PARIVARTAN  . But  what  type  of  parivartan ? Just  to  change  the  leader   or  just  to  change  Chief  MInister ?  By  their  seperation  whether the  Parivartan  party  will win  the  election and  will  they  seure  majority  to  form  the  governmant ?  No, not   possible , There  is  one  another national   party  also in  Gujarat  i.e.  CONGRESS  Party.  All these   three parties will  break  the  harmony  of  the  state  and  it  may  be  that none  out  of  these  three  parties   can  get  absolute  majority. Ultimately   gujarat  will  have  to  suffer. There  will not  be  steady  government.  There will be  politics  of combinations  of  parties  and   defactorship  policy  will rule.  Elected  mem,bers  will   have  their  own  market  vaue  instead  of  their  public  representative..There  will be  tug  of  war  to  win  the  majority  at  the cost  of  stability  of  the  state.  

      This  is  the  time  when  ELECTION  COMMISSION   must be  serious  to  view  the  picture  of  politics. 

I  would  like to  suggest  to  allow  only  two  parties  in state  as  well as in  centre.  One  must  be  ruling  party  and  another  the  opposition. More to  more you  can  allow  individuals  if  found  suitable  with certain  terms  and conditions.  Particularly  if  they  want to  join  any  side  they  should  resign  first  from the house  and  then to contest  again under  the  shield  of  other party. .Once  el4ected  person  should  not  be  allowed  to join  another  parety  nor  allow  to  vote   against their  party  whip and  direction. The  same  procedure  must  be  implimented  for  the election  of  the  loksabha  also. There  must  not  more  than  two  parties. All other  regional  parties  must  be  directed  either  to  join ruling  party  or  to  join  opposition party. .If  they  are  satisfied  with   ruling  party  then  to  support  rulers  or  oppose  them  under  opposition  party.   In  this way  there  will be  strong  opposition  who  can  give successful  role  of  opposition  and  better  contro  the ruling  party. .The present  situation  is  such  critical  that   none  of  the  parties  are  having  clear  majority  and  alliances  gives  trouble   to  the  nation  and  its  securuty  as well adminustration also.Ruling  party  remains  always  under  tension  to  maintain  the  majoriyty  in  the  house  and  for  this  purpose  it  has  to  surrender  before  allied  parties.  In many cases they  have  to  undergo  the  blackmailing  of  allied  parties  and  allied  parties  are  taking extreme  disadvantages at the  risk  and  cost of  ruling party as well nation  and  public  interest  also. You  can  study  the  case  of  present  prime  minister  of  ruling  UPA  govt.  that  he  has  to  surrender  before  three  queens i.e Mamataji,Mayaji  and  Jailalitaji  and  also  from  others   regional  party  members  of  elected  loksabha members.There  should  not  be  any  existense  of  regional  parties  in  centre  i.e. loksabha  Either  they  must  contest  under  the  flag  of  ruling  party  or  under  the  flag  of  opposition  no  other  choice. . And  now  in  such  circumstances  there  will be  no  chance   or  question   of  clear  majoruty. At least  one party  will get  clesr majority  and  they  will be  the  ruling  party. 

This   standard  must  be  observed for  state  and  centre  elections. All  dissatisfied  elements   must  not  allow  to  create  new  party  to  disturb  the  stability  of  the  government. .What  is  the  idea  and  principle  to  allow  anew  MJP  under  Gordhanbhai  Zadfia  at  Gujarat and  what  is  their  aim? Just  to  apture chair  or  just  to  throw away  their  unwanted  CM ? Same  is  the  question repeated  in  creation   of  GPP  Gujarat  Parivartan Party,  What  is  their  aim  and priniples ? Just  to   remove  present  CM is  the  only  goal   . But  by   this  way  they  are  disturbing  the  present  govrrtnment  and  also  disturb  stability  of  administration  of  Gujarat  Governmenrt as  such  there  will be  no  clear  majority  of  any  party/ These  two  newly created   and  seperated  parties  will  disturbe  present ruling  party  and  also  they  will  distub  present  opposiotion  party  also.  .If opposition  party  can  be  stronger  they can  cbe  ruling party  also  but  in  case  of   unstabilitu  and   lack of  clear  majority  none  out  of  these three  or   four  parties  can  be ruler  and  in  in  that  case  alliance  will  ruin the  administration  and  aayaram  gayaram   will be  promoted. at the  risk  and  cost  of  public and  state. 

  If  found  suitable  a  special  ordinance  may  be  declared   just  in the  way  like  special  ordinance  of  emergency  declared  in past. All the  elected  members  must  be  compelled  either  to  join ruling  party  and  support  their proclamation  or  to  select  opposition  party  to  control  the  rulers. This  proposal  can  be  proposed  only by  the  chief  election  commission  being  autonomous  body. Election  commission  is  not  working  under  any  government  and  not  under  the  control  of  executives. They  may  take  advice and  directions  or  support  of  suprem  court. They  can  invite public  debate  on the  subject  matter  issue..
